I believe it is, however I've not heard anything about fraud. I did see the HBO special. Considering they forced Diebold to come clean in front of Congress, I find fraud it hard to believe. The disk that the votes are downloaded to, from the individual machines, has an executable file, which Diebold denied existed in front of Congress. The BlackBox voting folks edited the file, had a number of people use the voting machine, then downloaded the votes, and when they uploaded them into the official tabulator, the results where changed from what had been input. I don't see how fraud on the part of Black Box Voting folks was possible.
